Buckinghamshire Fire & Rescue Service Enforcement Register

The Buckinghamshire Fire & Rescue Service enforces fire safety regulations under The Regulatory Reform (Fire Safety) Order 2005. Property owners have 21 days to appeal any notice through the local Magistrates’ Court, though appeals against Prohibition Notices do not suspend their immediate effect. If you do not lodge an appeal or your appeal is unsuccessful, your Enforcement Notice will be submitted to the NFCC National Enforcement Register. Entries remain on the Public Register for at least three years from the service date, with successful appeals resulting in no record being made.

If your building contains individuals who require additional assistance to evacuate the premises in the event of an emergency, you are required to have a PEEP. 

The government updated PEEP regulations on 4 July 2025, and the changes come into effect on 6 April 2026. New PEEP legislation impacts all buildings containing two or more sets of domestic premises and which are either (a) at least 18 metres tall or have at least seven stories or (b) are more than 11 metres tall and have simultaneous evacuation strategies. The new legislation requires:

  • The Responsible Person (RP) is to identify any building residents who need a PEEP.
  • A personal Fire Risk Assessment for each resident who requires a PEEP. This should involve a conversation between the RP and the resident to determine individual evacuation needs.
  • A statement outlining what the resident should do in the case of an emergency evacuation.
  • The RP must provide information to the relevant Fire and Rescue Authority to inform them of any operational response requirements for the individual requiring a PEEP.
  • Ongoing reviews of personal Fire Risk Assessments and evacuation statements to ensure they’re still suitable.
